Why don't starships have some sort of anti-torpedo defensive weapon, similar to the Phalanx systems currently used on warships?

It always seemed weird to me that they couldn't destroy incoming photon torpedoes, especially considering how slowly they move. Watching Prelude to Axanar really brought it home for me, because those ships have some sort of small, rapid fire guns that they use, which I've never seen before in Star Trek. (Are those guns canon? From where? (No, not cannon.))
